Municipal Vice Mayor
    Section 445 RA 7160 LGC
  • Presiding Officer of the SB: signs warrants drawn on Municipal Treasury for expenditures / operation of the SB.
  • Subject to CSC law, rules and regulations, appoint all officials and employees of the SB (with exception).
  • Assume the office of the municipal mayor for the unexpired term of the latter in the event of permanent vacancy as provided for in section 44, Book I of the Local Government Code;
  • Exercise the powers and perform the duties and functions of the municipal mayor in cases of temporary vacancy as provided for in section 46, Book I of the Local Governement Code; and
  • Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance
Regular Members & Ex-Officio Members of the Sangguniang Bayan
    Section 447 RA 7160 LGC
  • Approve ordinances and pass resolutions necessary for an efficient municipal government and delivery of basic services.
  • Generate and maximize use of resources and revenues for development plans, programs.
  • Subject to provisions of the LGC, grant franchises, enact ordinances, authorize issuance of permits, enacts ordinances and levying taxes, etc.
  • Regulate activities relative to the use of land, buildings and structures within the municipality in order to promote the general welfare
  • Approve ordinances which shall ensure the efficient and effective delivery of the basic services and facilities as provided for under Section 17 of the Local Government Code.
  • Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance
Secretary to the Sangguniang Bayan
    Section 469 LGC
  • General administration and supervision over the Office of the Secretary to the SB;
  • Prepares minutes of special and regular sessions of the Sangguniang Bayan;
  • Drafts resolutions, ordinances and correspondence;
  • Conducts legislative research;
  • Transmits copies of resolutions, ordinances and others to offices/agencies concerned

Secretariat Division

  • Records, prepares and publish journals, minutes, resolutions, ordinances and other legal documents
    1. Records the proceedings and prepares, transcribes journals of regular and special session of the SB.
    2. Drafts, prepares and encodes resolution, ordinances and correspondence
    3. Prepares Calendar of Business with its component documents for regular and special session of the SB
    4. Prepares and maintains records of minutes of meeting of Sanggunian committees
    5. Encodes or drafts and prepares copies of committee reports based on the result of SB Committees meetings
    6. Prepares communications, coordinate with concerned offices the directives of the Sanggunian
    7. Prepares and process the accomplishment of authorized reimbursements and its supporting documents
    8. Complies, prepares and submits required reports such as accomplishment report, travel order, Annual Procurement Plan, purchase request, trip ticket etc.
    9. Render general administrative services in the office and to administrative council/ committee thru proper office orders
    10. Carry out maintenance of cleanliness and sanitation in the office

    Records and Archival Section

  • Establish and maintain an archival system in the legislative branch
    1. Research applicable system to manage legislative documents and proceedings of regular or special session (“paperless session”)
    2. Keep track, research on applicable system on legislative information, correspondence or referred subjects or proposed measures and maintain the same e.g., legislative tracking of referred subjects or proposed measures
    3. Conducts legislative or legal research/ gather information required and requested by the Sanggunian
    4. Keep record and maintain permanent records of the office sp. Municipal Ordinances and Resolutions, Minutes/Journal of meetings
    5. Receives, records and classifies communications
    6. Provide, maintain legislative reference materials
    7. Maintain and update list of Sanggunian accredited civil society organizations
    8. Provide information or records to verified client or requesting office
    9. Manage the distribution of office supplies and records of office equipment
    10. Render general administrative services in the office and to administrative council/ committee thru proper office orders
    11. Carry out maintenance of cleanliness and sanitation in the office
