We envision Barangay Topdac as progressive, productive and environmentally balance community with healthy, educated, cooperative and God-loving citizenry living peacefully under a responsible leadership for a safer, adaptive and disaster resilient community.

We dedicate ourselves honesty to promote transparency, cooperation towards wise utilization of resources working harmoniously with our government.

BDRRMP GOAL:

  • A knowledgeable and well-oriented community in disaster preparedness for less casualties.
  • Organized, well-trained, and equipped Barangay Responders and Rescue Teams that can be readily mobilized.
  • Installed and tested designated early warning system devices for safety precautions in the barangay.

BDRRMP Objectives:

  • Conduct an Information Education Campaign on disaster preparedness for the community.
  • Conduct trainings on DRRM Skills for the responders.
  • Organize and train responders and rescue teams to mobilize during disaster or when needed.

LEGAL BASIS OF CREATION:

Barangay Topdac was registered under the leadership of Former Mayor Asengco in accordance with Republic Act 3950, otherwise known as the Revised Barrio Charter. In May 1956, Topdac was then separated from its mother barangay, Poblacion. Some territorial jurisdictions of this barangay, especially those at the boundaries were taken from Caliking.

CLIMATE:

Like other areas in the province of Benguet, the barangay has two pronounced seasons. The wet season starts in the month of May and ends in October. Heavy rainfall is experienced during the months of July and August. Dry season starts in November and ends in April.

Origin and Early Beginnings

Long ago, there was a rich family from the adjacent barangay of Abiang who held a Cañao. They butchered animals as their offering to the gods locally known as anitos. Cañao during the early days were held three to five days. On the second day, the “mambunong” ordered the men to butcher the biggest carabao. They tied the carabao with “wakal”, a kind of vine that is often used as rope. When they were about to ax the animal, it was not hit on the neck. The carabao went wild and its rope was untied so it ran away.

Fortunately, the men were able to catch the animal because it collapsed when it hit a rock while running.

From that time on, they called the place “naytopdakan ni nowang”. When a surveying team came and asked for the name of the place, the people usually told that name. The name is too long to be memorized so they shortened it as Topdac.

The place where the carabao was caught is the present site of Topdac Elementary School.

Meanwhile, the first settlers in the barangay were the Moltio and Kitano families from the Kalanguya origin. Intermarriage with other tribes like Ibaloi and Kankana-ey had increased the population of the area. Mr. Johnny Contic was the first Barangay Captain elected to office in the newly created barangay.
